Concrete Contractor is asking for a draw of 66% AFTER first day of work saying he will be getting the concrete and then full balance due after he pulls the forms off, is this standard?

I’m in Southern California, and accustomed to the CSLB rules of no more than 10% or $1,000. He has not done 66% of the work. These seems a bit high to me and I’m not comfortable with this route, was not outlined in his quote either.
