Whoever designs the plan is to provide guidance to the builder

Builder always knows best - they usually have the most hands on experience.

Partner I will say cos you gat to live with them forever

They all have specific roles they play but the designer opinion matters more because he or she has or knows which plan or design will work well and be befitting for that particular project
